The Texas Municipal Retirement System provides a secure retirement benefit plan for participants through a professionally managed organization which delivers quality services and is responsive to the needs of members, annuitants, and cities.

The Mission of TML Intergovernmental Employee Benefits Pool is to provide excellent service offering competitive health benefits and administrative services to eligible municipalities and other governmental entities in Texas by utilizing innovative, viable, affordable alternatives while maintaining financial integrity.
The Pool consists only of political subdivisions, primarily municipalities, which join together through Interlocal Agreements to provide health benefits to employees, officials, retirees and the dependents thereof. Provider agreements are in place, which enable the Pool to obtain services and DME at a discount. Economies based on provider contracts are passed on to Pool participants in the rate setting process. The Pool also provides Administrative Services only to political subdivisions, which self-fund their health benefits. As of October 2003, the Pool services 619 Members.

The Pool is governed by a 22-Member Board of Trustee. 19 of the Members of the Board are voting Members. Of the 19 voting Members, 15 are elected from the 15 TML Regions in Texas. The other 4 voting Members are appointed by the Chair with approval of the Board and serve only during the tenure of the Chair who elected them. Elected Members must be officers or employees of municipalities that are Members of the Board of Trustees.
